What's the word before it? In China man use to be able to have multiple wives, particularly the emporer. The system is only abolished by Communist Party in 1949. In the system the first wife has the highest rank in family. The rest wives are considered lower rank than the first wife. They are not even called 'wife' in Chinese, there is a dedicated word in Chinese for them. When translating to English, 'concubine' is borrowed here. Kashi is hometown of a famous concubine of an emporer of Qin dynasity. And because she is a muslim, over the years, the story of her and the emporer become romantic and exotic. So Kashi is prompting the city as a romantic place to the rest of China.
