It's great that you spotted the mistake. Did you try to tell someone around there how to correct the English part? If you want to do more than posting the mistake, the best way is to inform the owner directly. Or you can go to www.signsinchina.com to post this sign and provide info about its location so that the volunteers working for that site can contact the owner.
