My Peace Corps friend worked in Paldiski, which was the former site of the Soviet Nuclear Submarine Training Center. During Soviet times it was a closed military city. She was trying to promote more activities for youth and better understanding between the predominantly Russian community and the ever-growing Estonian community in the town. For the opening of the youth center, local kids had free reign to decorate the walls with the graffiti of their choice. Unfortunately, local politics took over and the local government closed it down.
